Just to ensure the load on our stratum 1 mirrors isn't excessive; do we
have any idea as to the frequency that the debug packages are actually
downloaded by users?

Yes, stratum 1 mirrors are still required to mirror all of the debug
packages.
This is mainly for those who want to run unofficial / third-party
mirrors of Adélie but don't want to commit to the storage requirements
of all the debug packages.
